iPad - Cannot accept Terms and Conditions

>Trying to update / download apps on appstore.

>Locate app to download, select "install"/"get"

>Prompted: "Apple Media Services Terms and Conditions have changed: Before you can proceed, you must read and accept -- OK/Cancel"

>Click "OK"

>Dialog box opens, blank, with spinning circle loading icon, then nothing ever pops up.


Already tried:

Restart.

Force restart.

Safe boot.

Log out / log back in to apple ID on ipad.

Log out / log back in to apple ID on app store.

Tried updating an app (instead of downloading an app) to see if the Ts&Cs prompt would go through (it didn't).

Tried chat with Apple support (USELESSSSS, waste of time).


It seems from my research on the forums that this is a well known issue. (Seems to me like poor legacy support for older devices... always disappointing to see that...). Seems like issue is on Apple's end and nothing "wrong" with my device. Frustrating that there is no solution yet even after months of the issue existing. I hope I am wrong and that someone has a solution, please?

So settling on the fact that T&Cs are never going to be accepted from my device I did this;

  1. installed the dreaded iTunes on my laptop
  2. Account -> View my account ...
  3. Change country or region
  4. United States
  5. Street: Street, City: City, State: AL (Alabama), Zip: 35004, Area: 334, Phone: 3343343
  6. Accepted the Media Services T&C in the process
  7. Changed country or region (again, back to what it was)


Notice step 6. After that I managed to install apps on my iPad 2.


Now I probably will have to burn my laptop to get rid of that iTunes.

Hi zmclearan,


This is an incredibly unhelpful and presumptuous response. My ipad mini is in a similar situation where it will get stuck on this loop, however, has not been damaged at all, ever. I use my ipad daily. This is a SOFTWARE issue, not a hardware one. The updates rolled out by apple are what are causing this to be stuck in a loop.


To the OP:


I have not as of yet found a solution to this on the hardware in question, but a workaround is to purchase or "get/install" from a different, more updated device (10.0 or later), and then to find it from the app store on your device and essentially download it with a previous, more compatible version of the software. I hope this helps.


ps. Ill update my post once I find a more permanent solution. It honestly just looks like apple is trying to force people to upgrade their devices.

For fun, to show the level of stupidity behind it all.


  1. Kill Safari and AppStore (doble-click home button and swipe up)
  2. Go to Settings -> Safari and i) Clear History and Website Data, and ii) Advanced -> Website Data -> Remove
  3. Go go App Store and scroll down do "Terms and Conditions >" and click on it (just above "Email iTunes Support>")
  4. "Safari cannot open the page because it could not load any data"
  5. Click on the address to see what URL, it says https://www.apple.com/legal/internet-services/itunes/ww
  6. Repeat step 3, second time around you get instead to https://www.apple.com/legal/internet-services/itunes/
  7. Choose your region and country/language in the browser and sure enough you get the Media Services T&C
  8. Click on the address to see what URL, it says https://www.apple.com/legal/internet-services/itunes/us/terms.html
  9. On your laptop browser open an incognito window with developer mode showing network and go to that url that ends with itunes/ww


Go back to App Store on your device and try installing something, click OK to accept the T&S, and watch the empty popup fail to load what Safari also failed to load in step 4.

Agreed this most definitely is a matter of Apple effectively bricking legacy devices forcing users to buy new ones.


There are thousands of these reports on the apple support forum, all followed by snakeoil remedies from Apple Employees and others;

  • try another network
  • log in and out of iCloud
  • reset
  • restart


A proper solution from Apple would be a link under "My Account" where users could accept those T&Cs from any web browser.


Yeah I have the problem also, with an old iPad that was laying around. Works just fine, except I cannot install any apps.


When it is time to upgrade the rest of the family will be getting Samsungs. Apple has been going downhill for years.
