Help! I've lost my iphone with all my photos for last year that weren't backed up!!! :(

I've lost my phone and realized no photos have been backed up to icloud since Jan'19 due to storage limits. If I purchase more storage, is there a 'holding' area where previously potentially downloaded pictures to my personal icloud may be being held...i.e. a reserve cloud I could pay to access and then download to my personal icloud? I'm so sad and mad at myself that I lost all these pictures of my kids. Please help if you can.
