New iPad, and iMessages not working with email address

My daughter has a new iPad. She uses an email address to text and iMessage her friends and groups. When she set up new iPad not all her messages are sending. She gets an error message that says something like “number not registered with iMessage”. She uses an email address not a phone number. All her settings look right to me. Any ideas.?
