I use the same network for my iPad Pro and iPhone XR. I turn on the Bluetooth and I use the same Apple ID. Yet, the handoff feature doesn’t work. Even my Bluetooth is turned on on both devices it seems they don’t connect through it (Airdrop is working but they won’t discover each other when not in action). I would be happy to get some advice.

Try signing out of your Apple ID on both your iPhone and iPad in Settings > [your name] > Sign out.
Restart your iPhone and iPad
