I am trying to transfer my backed up data to my new iPhone XR. In iTunes I'm asked for my password. Both the password for my phone and my password for AppleID is rejected, what password is being requested?

It needs the password you set for the encrypted backup. That is not related in any way to either your Apple ID or the passcode for the phone.
