Yes it can! I just wanted to find out which one of the DVD setups may be recommended by Apple. I spoke to Apple and they told me they can’t recommend products like a DVR because
they don’t make one.
Again there are many new DVR setups that will work with Apple TV.

Can you point me to one DVR that can record Apple TV content, I don't think you are correct however I'd like to see if I am correct nor not. Perhaps there is a Youtube video you can point us to that discusses one.
While yes it is technically possible to record an HDMI source, doing so with copyrighted material (which 99% of content on Apple TV is copyrighted) would be highly illegal. We will not provide you steps on how to illegally duplicate copyrighted material.
Apple TV is a streaming set top box, and does not have the means to connect an external device to it. Content from the Apple TV is highly protected and cannot be recorded. There are live tv streaming services and they comes with cloud DVR built in. If you want to view local content then you would purchase something like an HD Home Run to connect to your antenna and make it accessible to the network, it would then be viewable using the channels app on Apple TV. You would then use their DVR service to record content onto your local storage of choice, also accessible via the app.
