When I’m scrolling down reading or viewing something, the scroll automatically jumps to top of page And it keeps doing that in middle of my reading something which is so annoying. How do I fix this?

I believe this is the result of a new feature (ahem) that adds a vertical scroll bar on the right of the screen in iOS 13. Those of us who are right-handed and use the right side of the touchscreen to scroll down as we’re reading are finding that apps will appear to behave unpredictably sometimes, scrolling up and down erratically. I believe the issue occurs when the scroll bar slider happens to be on the page at the same place where you are using the touchscreen to navigate. I’d love to have a way to disable the right scroll bar or move it to the left side of the screen. Until this happens, I think our best bet is to navigate down pages by swiping closer to the center of the touchscreen. This doesn’t seem super helpful, since scrolling toward the center obscures the view of whatever you’re reading. If anyone has come up with another workaround, please share!

Is this happening in multiple apps or just certain ones? If this is happening with multiple apps, see if this is related to the display being sensitive. Take a look at the steps in this article for info on how to do this and more:

Remove and reinstall the app if the issue continues after that.

It's a terribly annoying feature especially With not being able to disable this new scroll bar feature with iOS 13. The only thing i've been able to do is grab the scroll with my thumb and move it up and down that way I'm controlling the movement manually which is also a nuisance!
I agree! There are a ton of people complaining on the forums about their screen flipping around unpredictably since iOS 13 was released, and I’m sure this is where all that is coming from. If the developers consider this a serious feature, they should make it so left-handers can use it too by giving users the option to move it to the other side of the screen (which would make it a nonissue for us right-handers who hate it). I sure hope they do a better job testing out the next cross-app “improvement”!
It happens when scrolling in multiple apps (i.e. shopping, social media, etc.) I've tried suggestions and restarted my phone but none seem to help.

This happens to me in the Apple Messages default app though.
I’m not sure exactly what you’re saying. I meant to say that the scroll bar appears to be a new feature across many apps in iOS 13...particularly the native apps like iMessage.
