Hi,
I have upgraded to macOS Catalina and when I launched Photos app, all my pictures (Photos Library size is ~85GB) are not shown. It shows me the Welcome to Photos page. I have tried to repair the Photos Library by holding the Option and Command keys when launching Photos app but it didn't help.
Any idea what else could be wrong?

In Mac system preferences > iCloud make sure the Apple ID and password is signed in, the photos box is checked .
When you click on photo application , there will be option of continue set up iCloud photo library and its preferences .

Photos may gave opened a new Photos Library, because it could not find your main library. where is your photos Library stored?
try to hold down the options key while launching Photos to bring up the Library chooser dialog and select your main library. Mor double click the library to switch Photos to the correct library.
