Terms and conditions

I have reset my ipad 2 today and created a new username. All fine except when i go to the app store to download a free app. The accept new terms and conditions appears and when i press ok, i am met with a blank screen. I have verified my email address, updated my shipping and billing details, signed out and back into the cloud and my ipad but nothing changes, please help.

I recently tried to purchase an app in the app store, and was asked to accept the new terms and conditions. When I click Agree, it seems like it is going through, but then I get the error message "We've run into a problem". I've rebooted, checked my payment info, personal info, etc. and still can't purchase an app since I can't get past the terms and conditions. App Store Terms and Conditions won't load I need to download an app and it won't let me do so without accepting the new T&C's. I say yes to doing it but the Terms and Conditions don't load, just get a white screen and the circle of doom. I have an old ipad 9.3.5, help please!! I've tried erasing all resetting all settings but it still doesn't work :-(

Apps Hi I am trying to download apps but a screen pops up saying I have to accept the new terms and conditions so I tap ok and another screen comes up which is blank and it stays like this
