I am running OS Mojave. Ideally, when in Photos, I would like to Share multiple photos directly to Outlook Mail. When I go to the Share menu in Extensions, I see Outlook Mail (or at least what looks like Outlook mail. It's checkbox is marked but greyed out. Is there no way to share (send) selected photos to Outlook so that I can email them?

If I'm understanding your post correctly, you trying to change the share options with Photos on your Mac to work with Outlook.
Take a look at this Apple Support article called How to edit with third-party apps and extensions in Photos and follow the steps provided in the "Use third-party extensions on your Mac" section.
