test these steps in order, if the first fails move on to the next.

1) Relaunch Safari holding down the SHIFT key

2) check the app store to make sure you are running the latest version of Safari (13.0.4 or later), if not update through the store

3) try another browser.

Others are seeing the same thing. It seems to be a bug in the newest Safari 13 version.

I am a user like you. I have no idea what Apple's plans are.
