ICloud photos going to Winzip file! WHY?

What you've described is expected when downloading multiple photos from the iCloud website. You can see more about how to unzip files in Windows in this Microsoft document:

I understand that when you select multiple photos a Winzip file is created. Does this issue happen when you’re using the iCloud app on your PC or when going to the iCloud website? Are you in the process of selecting the photos to email when it happens?
