Error in processing payment with valid form of payment method on Family Sharing

I am receiving an error when my son attempts to execute an in app purchase. It denies the purchase and then it tells him to tell me to check my payment method. I have a new phone but the account is just the same. I’ve confirmed the payment method is valid.

iPhone 11, iOS 13
