itunes does not pop up when I plug my phone into my computer

itunes does not pop up when I plug my iphoneXR into my computer. I had this problem before and only one frayed cord would enable itunes to pop up but it finally gave out. I've tried all other iphone cords and other cords as well and nothing works, although it does recognize that my iphone was plugged in and asks me what do I want to do with it.
