Need help getting Reminders app to work on iPhone

Since updating to IOS 13, my iPhone has had problems with the Reminders app. The Reminders app is working fine on my iPad and on my iMac (Catalina MacOS). I have tried everything that I know. I have deleted the Reminders app from my iPhone, restarted the iPhone, and then restored the Reminders app. It shows as on in the iCloud setting. But the app doesn't even show a list of reminders to set as the default reminders list. It is simply empty of reminders. Again, it all works well on my iPad, iMac, and online in iCloud. All devices are logged in to the same iCloud account. Is there anything more that can be done? Thanks, all.

Have you completed the upgrade from previous versions correctly?

I have the latest IOS on my iPhone and iPad. I have the latest Catalina MacOS on my iMac. And the reminders are working properly everywhere but on the iPhone. So the reminders show as upgraded on the iMac and iPad. And the app is the updated app on the iPhone. It just doesn't seem to want to connect to iCloud. It shows in the iCloud settings as On. I have several times turned that setting to off, waited a few minutes, and then turned it back on to see if that would force a sync with iCloud. But to no avail.
