Updating Apps on used iPad.

I’m sorry if this is a dumb question, however I’m asking “for a friend”. If I’m using a preowned iPad that is currently logged in with my Apple ID and debit card, why is it prompting me for the previous owners password when updating apps? Am I able to bypass this and use my info instead?

apps are forever tied to the appleID if the appleID is changed they should be deleted and redownloaded using the new appleID
