silence all calls not blocking all robo calls

I love the "silence all calls" feature of iOS 13, but I'm finding that some callers appear to have found a way around the feature.

I delete all recent calls, voicemail, and messages daily from my phone, so I was expecting that only numbers in my contact list would be able to get past the voice mail to ring my phone. I'm still having my phone ring occassionally with numbers not in my contact list. These numbers are definitely not numbers that I have called.

Am I missing something in the settings for this feature, or have some robo callers found a way around this nifty feature?

Neither of the above situations apply. The only people that I contact via text messaging are already in my contact list. I never access any email account from my phone. Still don't understand how some of the calls are not being automatically sent to voice mail. I have Siri shut off on all my devices, so I don't see how Siri suggestions would be the cause.

I still think that one or more robo-callers have figured out how to get around the "silence all calls" feature. I get 10 to 20 junk calls a day. A small number still cause my phone to ring each day. Usually less than three numbers get through.

Unfortunately, I got a new number when I got my new iPhone last year, and the previous person or persons who had the phone number must have "given" it out to the entire telemarketing world. I also get a bunch of junk messages (i.e. messages not addressed to me) everyday. However, text messages are easy to ignore.

Anyway, does anyone at Apple follow these forums, or should I be directly contacting Apple support for an answer to my question?
