Transfering Photos to iPhone 11 from Windows 10

I'm new to iPhone. Got an iPhone 11. I had a bunch of pictures on an old phone and PC. Searched how to do this and tried out a couple of different apps: AnyTrans for iOS and SynciOS. They seem easy enough and I got it to partially work once. But later, I tried to create a new folder on phone via app (to upload photos to) and all previous photos are deletes. Why is it so complicated. I don't want to sync files, I just want to copy them to my phone. Ideally I'd like to just drag and drop some files and put them in albums where I can see them on my phone. I hear something about iTunes, but all I see is music stuff and no way to manage files. Please help, how can I transfer photos into albums on phone w/o syncing and wiping photos. I also don't want to use email or iCloud, preferably via USB.

Thank you. I installed iTunes. It made me do a factory reset which was annoying, but at least I had a backup. My screen looks different from the screenshots in the linked article. When I click on Photo (under iPhone) it just says "iCloud Photos is On". I can't select any folders to sync with. I've tried signing out of iCloud, but iTunes continues to say the same message. Do I need to uninstall iCloud from my PC for syncing to work from PC? At one point I did see a menu to select folders, but as soon as I signed-in to iCloud this message popped-up and it wont go away. I don't want to use iCloud b/c storage is limited and I have a lot of photos. I just want my photos where each folder is its own album imported into my photos on my phone.
