You will need the Apple ID and the Password to activate that iPhone that you have. If no one remembers it then there is nothing you can do. If you know the owner then does s/he have proof of purchase? If s/he does then you can take that and the iPhone to an Apple Store and see if they can help you. Other than that there are no other solutions that I know.

You won't be able to bypass activation lock, unless you know the credentials that were used to activate that device, sorry. In such a situation, that device is useless to you.
