iPhone Wifi dead after update

So I haven't seen a post about this recently however after the most recent update to iOS 13 the wifi no longer responds. After toggling through airplane mode, and resetting the phone network settings, and phone settings themselves nothing seems to fix it. As the error seems to be a result of the update is there a way to try to reinstall the update or swap back to an earlier version of the iOS and see if that restores the functionality of the phone?

You will not be able to go back to an earlier version, so your next step would be to restore your iPhone.

To restore your iPhone, connect it to your computer. When the iPhone appears in the iTunes (or the Finder with macOS Catalina) source list, click the Restore button on the Summary tab.

(Note: The following will erase all of your data and media and resets all of the iPhone's settings. You will need to restore it from a previous backup from either iTunes or iCloud.)
