iCloud Drive not downloading files OSX

I had someone try to log into my account from a different country. So I signed out of all my devices, and changed my password. When I did so, it logged me out of icloud drive and removed all the files off of my machine. I logged back in after changing my passwword.

After I logged into my account I selected to use icloud drive. Now it just shows my empty Desktop and Documents folders with the "waiting for upload" icon. It is not syncing or downloading any of the files on my icloud drive. What can I do to resolve this?
