Unable to install files

I offloaded once Files app on my iPhone . Now I want to reinstall it, but keep got a message saying “unable to install Files”, even after I restarted my phone.

IOS 16.2 BUG I installed IOS 16.2 on my IPhone 14 Pro yesterday and sadly had to notice that there are missing some Documents, MP3s etc. in my Files App. There aren't in the "Recently Deleted" section, so I don't know what happend and where my files are. I hope that someone can help me to restore my data.

The App Store is currently down. Use this link to check status, Apple - Support - System Status
