I don't have permission to update iPad.

I keep getting an error when I try to update and iPad. "There is a problem downloading the software for the iPad 'iPad Name'. You do not have permission to access the requested resource." is the message.

This just happened to me, after going through the ringer with chat and phone support I found this solution.


Disconnect from your wifi, and use your phone's hotspot (which is what I did), a Starbuck's Wifi, or go ask your neighbors for a temporary login if they have a different internet provider.


The reason this message popped up is because my internet modem has a security feature which blocked the download.


Once I connected to my phone's hotspot, 3 hours of torture turned into a 14 minute download.

I am having the same problem and this link didn't work. I tried restoring from recovery mode and the same error. There was a problem downloading the software for the iPad. You do not have the permission to access requested resource. I even reset the iPad erasing all data and content and went through setup again and tried to update from the iPad directly and same error, then tried to update from computer, same error, then recovery mode, same error. I have an iPad Pro 10.5 inch trying to upgrade from 12.4 to iOS 13.

I have the identical problem, though trying to update from iOS 13.2 to 13.3. Updating independently on multiple networks gives me the "You do not have permission to access requested resource" error.


It also happens when I plug in to a computer with Catalina and try as well as a computer with High Sierra and try. I've erased the iPad four times to try. Nothing. I've plugged in to the computer and did what the link above explains with recovery mode and i can neither restore or update it that way.


I have two other identical iPads purchased at the same time, both just completed the updates without issue on the same network at the same time this one continuously fails.

I HAVE FOUND THE FIX..... well I shouldn't say 'THE FIX', rather what worked for me without even knowing it. Every Sunday I run a 'cleaning' of my Mac. clear history, cache, RAM etc. which I've done after this originally started but didn't help. today I Reset my PRAM, (https://support.apple.com/en-us/HT204063) and that's all I did. decided to plug iPad in and give it a shot and it worked without incident. give it a try.

Got notice that Apple pulled my reply since it had a link to a site not owned by apple. Sigh. Anyway, I had so many folks reach out to thank me for it, I feel the need to get it back up here. So reposting with the link removed.


It took tips from multiple sources to finally solve this, but I succeeded. My son locked up his ipad 6th gen through multiple failed login attempts. Trying to reformat and start fresh wasn't working due to this same "You do not have permission to access the requested resource" message. I followed these steps.

  1. download the correct IPSW file from (site edited out ... google and find it yourself, I guess)
  2. Turn off the ipad.
  3. while holding Home button, plug ipad into computer (macbook in my case)
  4. continue holding Home until the restore popup in Itunes shows up.
  5. Close the popup so your choices in Itunes are now Cancel or Update.
  6. Hold Option on your keyboard and click Update. Then select the IPSW file you downloaded in step 1.
  7. That's it. The ipad will update and restore to factory settings.

Same problem. I keep getting "Software Update Failed: An error occurred downloading iPadOS 13.3" when trying to update from the iPad Settings, and "There was a problem downloading the software for the iPad [Device]. You do not have permission to access the requested resource." when trying to update from my mac. Erased iPad to factory settings, changed AppleIDs, still getting the same issues.

iPadOS: 12.1.1

MacOS 10.15.2

I have an Asus Router with AIProtection and Malicious Site Blocking turned on. Once I turned off Malicious Site Blocking, my iPad Pro was able to complete a Software update over WiFi.


Just another thought...If you have an Xfinity XFi gateway, you might have to turn off their advanced network protection, too! I would turn it back on once your Apple update is completed though.

I was able to get mine to work - thru iTunes. While my iPad was connected top my desktop (windows), I read something about restarting both the desktop and the ipad, I restarted my desktop and it started working. I did go through the steps mentioned about holding the home & off buttons down on my ipad until the restore screen came up also.

I don't have permission to update iPad.
