I keep getting an error when I try to update and iPad. "There is a problem downloading the software for the iPad 'iPad Name'. You do not have permission to access the requested resource." is the message.

This just happened to me, after going through the ringer with chat and phone support I found this solution.
Disconnect from your wifi, and use your phone's hotspot (which is what I did), a Starbuck's Wifi, or go ask your neighbors for a temporary login if they have a different internet provider.
The reason this message popped up is because my internet modem has a security feature which blocked the download.
Once I connected to my phone's hotspot, 3 hours of torture turned into a 14 minute download.
I never said to download something from a third party site. You use iTunes through your computer. iTunes is not a third party site and will recognize your iPad when you plug it into your computer.
this is useless. Low and behold apple support is garbage.
Hold down “shift” and click “update” while you’re holding it down
oh, yea ive done all that, it didn't work. but I di just post what did work.

Make sure you have disabled all firewalls and try restarting your computer (unconnect the phone while doing this) and make sure the phone is in recovery mode
I update with Apple Configurator and it went through without issue.
I don't have permission to update iPad.
