Weather complication in Apple Watch continuously uses Location Services in iPhone

There have been few threads floating around in the Apple discussion forum, but didn't find any active ones, so I thought I'll start a new one.

If you have an Apple Watch and have a weather complication, it causes the Weather app to continuously show the hollow location arrow on my iPhone. This is super annoying, and seems to have come up only in a recent update! Why can't the location data be cached?

The only 2 solutions to this problem so far seems to be:

• Don't use a weather complication (I don't want to do this)
• Set location permission for the Weather app to "Never" (okay-ish solution - need to change cities manually if travelling)

PS: I just updated from Apple Watch Series 3 to 5 today and the issue still persists ☹️
