Why all of a sudden do I have to enter my Apple ID every time from going from one thing to another. Did this change with the latest update I have 13.3

Some people have fixed this by signing out of iCloud, restarting their device, and then logging back in. That hasn't worked for everyone.
Please post an example of when you are seeing this. For example, If I'm in Settings/Messages and I go to the App Store/iTunes, I have to enter my ID.
No, I can just be on Facebook or any other website & all of a sudden I have to go to settings & enter my password. I am on an IPad.
