Touch Bar replacement

Will the Keyboard Service Program for MacBook, MacBook Air, and MacBook Pro cover the replacement of the touch bar on a 2019 13" MacBook Pro if it does not work properly?

Only if you have keyboard issue—yes. The entire top case gets replaced.
