Image capture permissions

Hello I have had an issue with image capture when trying to view it says to ask for permissions when it did not do so before update. so i can not just view photos before download. after i do this it only changes permissions for that one photo. Can i have it revert back to letting me open all photos to view even before download? This has only started to happen after update to Catalina.
