I've found countless cases with this same problem but never any solutions. So here is my situation...

I have a 2016 MacBook Pro running a fresh install of Catalina 10.15.2 with everything up to date. My date and time is set automatically. I have a brand new Apple ID that I created just for this machine. I can login to appleid.apple.com and see my email address as "Reachable". I have also tried adding my cell number (not an iPhone) and an alternative email address as "Reachable". Those have been verified. When I go into my Apple ID in System Preferences I can see both email addresses and my phone all as reachable addresses. I can log into Messages without a problem. I have restarted multiple times as I've been at this for days. I tried everything under If FaceTime isn't working on your Mac - Apple Support.

However every time I try to login to FaceTime it takes my Apple ID and password, thinks for a couple seconds then fails with "This account has no reachable addresses. Please sign in to appleid.apple.com in order to add one."

Please help!

Hello reluctantfacetimer and welcome to Apple Support Communities.

I see you're having an issue using FaceTime on a MacBook Pro.

You mentioned having set up a new Apple ID for this Mac. Did you have another, different Apple ID before doing that? If you do, and you add that as a reachable at address, does anything change?

Are there any other FaceTime capable devices (i.e., another Mac or an iOS device) available to you? If so and you add the email address associated with this Apple ID, are you able to use FaceTime on those devices?

The idea here is to isolate the issue to something with the account or something with the device.

If you are able to connect using a different device or if you are not able to use a different device for isolation, try these steps on the Mac.

Use safe mode to isolate issues with your Mac - Apple Support

Booting into safe mode will clear some system caches and only load extensions the Mac needs for basic operation. After booting to safe mode, reboot again normally and test.

If the issue persists, set up a new admin account on the Mac for testing.

How to test an issue in another user account on your Mac - Apple Support

If the issue persists in a test user as well, the issue is probably with the account. In that case, you'll want to reach out to Apple Support for additional options.
