Yes to all so i finally contacted apple support and all of a sudden as i was waiting for a call back safari started working on ipad.... go figure....

Are you getting a message that the server can’t be found when you try to launch a website? Does Safari do anything at all? Have you tried a different web browser like iCab Mobile or Firefox?
