Replicate iPhone setup on iPad with iTunes
How can I setup a new iPad so app layout, data etc is the same as what I have on my iPhone. iPhone has been backed up to my MacBook

You can restore the iPad to a backup of the iPhone. Understand there will be a little difference, since there is more screen space on the iPad, so it would hold more icons.
