Remove... vs. Delete from Library of a recently purchased song from iTunes Store

I recently purchased some songs from iTunes which I want to remove from my Downloaded songs to free up space on my iPhone 7 and also my iPad 9.7" 6th gen, but iOS only allows me to Delete the song from my Library not Remove... the song from my Downloaded songs on my device. (Actually, force pressing on the song title gives the option "Remove..." which when selected allow you to either 1. Remove Download or 2. Delete from Library.)

I am running both iOS 13.3.1 on both my iPhone 7 and my iPad 9.7" 6th gen.

I noticed this issue occurring after upgrading to iOS 13. Not every song recently purchase has had this problem. Furthermore, I have purchased songs which had the problem of only giving the "Delete from Library" option, but after trying again to just "Remove" the song from my Downloaded songs, iOS actually presented the option "Remove..." and upon selection the option "Remove Download" or "Delete from Library".

Hi, I haven’t personally had this problem in iOS 13? I was just viewing some downloaded music in the Music app on my iPhone that I had purchased a few days ago using Music on my Mac and was successfully able to “Remove” the downloads from my phone without “Deleting” them from the Library. The screens with the Remove and Download options in your screenshots above look different than they do on my device, however. How are you opening those? I use the “...” button and they menu that pops up doesn’t look like what is shown in your pics (perhaps they are from an iPad?)?

That’s the thing. Older song purchases, I can “Remove” the downloaded song without deleting it from my Library. In fact, iOS gives you the option of either “Removing” the download or “Deleting” it from the library. But recently, the songs I purchased and downloaded, the only option which iOS offers is “Delete” from the library. It is device independent and occurs on both my iPad 9.7” 6th gen and my iPhone 7.
