iPhone 8+ Brightness Changing

My auto brightness is turned off, but my iPhone 8+ keeps changing it’s brightness without my doing. Does anyone know how can I get this to stop?

iPhone 8 Plus, iOS 13

Hello Brenden,

Thanks for your message.

I have tried restarting my phone and the issue still remains.

I have also just taken a look at the two articles. Both my Auto brightness and my True Tone are turned off. Usually when my phone is on max brightness, the screen sometimes automatically dims yet states it is still at the maximum level brightness.

Is there anyway you could help any further?
