Can't enable safari extensions
I am on the latest version of MacOS and Safari and I am unable to click the checkmark to enable Safari extensions. However, I am able to click disable on an extension. Any ideas?

Yes. Quit any apps that put overlays on screen, such as F.lux or any other apps that augment system wide display. That, or restart in Safe Mode (with shift down) and make your changes in the Safari Preferences.
Just updated to 10.15.6 and now the reason for this issue is given by Apple... (Safari detected an app or service interfering with clicking.) I tried closing every app and safe mode and tried with other extensions and all the suggestions that I could find on the Net and nothing is helping may case... Oh Well...

I found that version of extension (7.4.4) differs from 1password version (7.3.4), maybe it conflicts with 1password from AppStore?

I looked at that earlier and no luck. I even did a fresh re-install of MacOS yesterday as well and still nothing. When I click on the little box to enable the extension it just changes color for a moment but no check mark appears.
I understand your issue. I was actually replying to javajunkie. FWIW though, I noticed with a couple of extensions I do have installed in Safari, I had to click them more than once to get them enabled. I don't use 1Password so I don't know what it does or doesn't do. You might ask the developer.
Whether a new extension or an extension update, these are now installed, and made available for activation by the vendor providing an application to do that when you run it. Then you can select and enable the extension in Safari Preferences : Extensions.
Yes, 10.15.6... I'm almost certain it is a Catalina Bug... or the extension developer hasn't properly programmed their extension to the new Extension app store since I've noticed in the forum people have had success with some extensions... I think that is what I'll do is contact the App developer people... Thanks.
What happens if you uncheck those boxes? Are you able to re-check them? Because that's the problem. Once unchecked, you can't re-enable.
Since it worked in the other user account then there has to be something in your account that's the culprit. It may take some sleuthing on your part to determine what it is, i.e. trial and error.

I have this problem also. I am unable to enable Safari extensions in 10.15.3 and Safari 13.0.5. I have downloaded extensions from the App Store and can't even enable these. Yet another bug missed by Apple...
But that’s not this problem. This is an issue with activating Extensions that had until this point release worked just fine. They still show up in the Extensions list in Safari, and if they were active then they will remain active. But the check mark won’t stick if the extension is newly installed or de-activated for whatever reason.
The problem is not old extensions that are incompatible with changes to Safari. Extension I have downloaded from the App Store, which is the new way, cannot be activated. Clicking the checkbox does nothing. I am an administrator user too. This was never a problem before 10.15.3 (which also caused other problems).
And have you tried de-activating them and re-activating them? I hate to even ask because they might not work again, but that’s the only way to tell whether you have the problem or not.
If you can, then that’s an interesting data point.
I noticed the problem installing Keeper's extension from the App Store (updated 1 week ago). I also installed the DuckDuckGo extension from the App Store (updated 1 month ago) and I cannot activate it either.
