Can't enable safari extensions
I am on the latest version of MacOS and Safari and I am unable to click the checkmark to enable Safari extensions. However, I am able to click disable on an extension. Any ideas?

Yes. Quit any apps that put overlays on screen, such as F.lux or any other apps that augment system wide display. That, or restart in Safe Mode (with shift down) and make your changes in the Safari Preferences.
Yes I can. At least the ones I have installed.
Unfortunately, it didn't work on my end, but thanks for the idea. Oh well. Firefox is pretty nice.

I installed the technology preview and it is still not working. I will try updating to 10.15.4 and see if that helps, like @INSid said. This is extremely frustrating.

I've got the same problem - clean install of Catalina (Safari 13.1) and unable to enable 1password (v7.4.3) safari extension.
How to solve this problem?

I have the same issue with extensions - once I disable one, I can't enable it back. Doesn't matter which one - all have the same issue - Wipr, Kaspersky, Buffer, Abbyy, etc.
It certainly is, and I wish they would fix it. The conditions to get the extensions to enable are the weirdest I've ever seen on anything, and it's annoying as heck.
