Can't enable safari extensions
I am on the latest version of MacOS and Safari and I am unable to click the checkmark to enable Safari extensions. However, I am able to click disable on an extension. Any ideas?

I was saying that because, the first time I only cleaned the cache and nothing happened, when I restarted nothing happened, when I cleaned the cache and immediately restart it worked.
I installed the technology preview and it is still not working. I will try updating to 10.15.4 and see if that helps, like @INSid said. This is extremely frustrating.
.
Since it worked in the other user account then there has to be something in your account that's the culprit. It may take some sleuthing on your part to determine what it is, i.e. trial and error.
Hi, I have the same problem. All the advice in this thread didn't help so far. Any other ideas of what it may be?
I've got the same problem - clean install of Catalina (Safari 13.1) and unable to enable 1password (v7.4.3) safari extension.
How to solve this problem?
Wow, I solved this by moving the Preferences window away from the dock! All of a sudden I could select the checkboxes again!
Could you describe your actions in detail
It's kinda like what they say in the real estate industry: location, location, location. 😉
I was having exactly the same problem with all extensions I had, after updating to macOS10.15.4
Turns out moving the window away also worked for me lol
I have the same issue with extensions - once I disable one, I can't enable it back. Doesn't matter which one - all have the same issue - Wipr, Kaspersky, Buffer, Abbyy, etc.
amazing Easter egg with moving preferences window to different area on the screen.... it worked... wtf
It certainly is, and I wish they would fix it. The conditions to get the extensions to enable are the weirdest I've ever seen on anything, and it's annoying as heck.
HAhahaha that's Worked too
I moved the window around and then I was able to click the checkbox next to the extensions.
