Move a child to another group using Family Sharing - not working

My wife is the family sharing organizer, but unfortunately her phone had a fatal accident and she decided to move a way from apple. Now I want to move my self to be the family organizer. I uploaded my wife's apple ID on and old iPhone (without sim card) and followed the instructions: (1) left the family sharing (2) established a new family (3) invited my daughter (under 13).

(4) now I was supposed to get a message in my wife's phone or see invitations section in the setting>my_name - but no message or invitations.

Any idea?

After an hour with support: when you send a request to invite a child, you get 2 choices: invite with iMessage or personal-invitation. You must choose personal invitation so the original organizer will get a message that will enable to transfer the child to the other family. This is at least true for the situation above (no sim card at original organizer). Note that if there is a case where the original organizer has no apple device - probably the only way is to re-create the child apple ID.
