iPhone 8 doesn't give me option to save photos to camera roll

My phone no longer gives me the option to save new photos to my camera roll (for example, if someone texts me a photo, the available options do not include saving to my camera roll). I am running iOS 13.3.1.

Even under the "More" options, nothing is listed to save.
