Do you use iCloud Photos? If so, you should be able to use iCloud for Windows and set it up so your photos and videos automatically sync to your PC. You can read more about this here:

If you don’t use iCloud, make sure that iTunes is up to date on your PC:
Update to the latest version of iTunes
Make sure your iPhone is up to date as well. This link has details:

Then try importing your photos using the steps in this link:
