I can exchange my iPhone with a new iPhone and pay the price difference only ?

Hi Apple community!

I am going to Turkey next month and have heard that I can exchange my iphone with a new iphone and pay the price difference only... I mean they take my old iphone and give me a new iphone and I pay the difference. Is that correct?
