IPhone Verification Problem

Hello, I bought an iPhone 6 in exchange for the lost one, I entered iCloud, but I need to re-enter to update the Apple ID settings. I enter the passwords, and then the device requires confirmation from another device, which I no longer have. In the management of Apple ID from the computer (windows) deleted the former device, but nothing has changed. What to do?

You need another trusted device or telephone number.
