Download & Sync music from iTunes (Windows)?

Recently did the iPhone shuffle in the house, with my wife and I getting new devices, and the kids received our hand-me-downs.

I have a MASSIVE (260GB) iTunes library of owned music on my Windows laptop.

I used to be able to sync the phones individually, while plugged into iTunes, and wife/kids could select/check albums, artists, and songs to download to their device. Now, with ‘Family Sharing’, and ‘iCloud Sync‘, it appears they can only listen to that music library when on wifi... while my laptop turned ‘on’... and iTunes is running.

What the heck!?! I BOUGHT/OWN ALL this music, and now I can only access it conveniently through a single phone signed into our primary Apple ID!?!

Theres gotta be a way to still download/sync music... isn’t there? Please help!
