Blank Thumbnails in Photos When Importing from iPhone

This is driving me crazy, but whenever I try to import new photos into my Photos library, sometimes I get the thumbnails, and sometimes I get these blank ones. I have tried to resent my iPhone's location, I have created a new Photos Library, restarted my iMac, etc., to no avail. Please advise!

Hello. iMac OS Catalina 10.15.3 (19D76). I am shooting on either an iPhone 6S or and iPhone SE (iOS 13.3.1). I do not believe I am using the HEIC formats on either. The one thing I noticed was that depending on how large the actual view (sometimes I go full-screen) is on my Photos app on my iMac, more or less of the photo thumbnails would appear. Once I import a few in a single batch, more thumbnails seem to disappear. Then I quit Photos and start again. I can usually import more then, but it's diminishing returns.
