This is driving me crazy, but whenever I try to import new photos into my Photos library, sometimes I get the thumbnails, and sometimes I get these blank ones. I have tried to resent my iPhone's location, I have created a new Photos Library, restarted my iMac, etc., to no avail. Please advise!

You may want to try working in safe mode to see if the thumbnails appear: Use safe mode to isolate issues with your Mac
Take care.
Try rotating a couple of thumbnails 90˚ one direction and then back again. See if that will recreate the thumbnails based on the image file.

Are you shooting the high efficiency Photos and video formats?
What system and Photos versions are you running?
Have you tried importing them even if they don't show the thumbnails?
Hello. iMac OS Catalina 10.15.3 (19D76). I am shooting on either an iPhone 6S or and iPhone SE (iOS 13.3.1). I do not believe I am using the HEIC formats on either. The one thing I noticed was that depending on how large the actual view (sometimes I go full-screen) is on my Photos app on my iMac, more or less of the photo thumbnails would appear. Once I import a few in a single batch, more thumbnails seem to disappear. Then I quit Photos and start again. I can usually import more then, but it's diminishing returns.

I don't think I was clear enough -- sorry! I can't rotate the thumbnails at all because this all occurs *before* the photos are even imported. Therefore, rotation is impossible.
I have. Sometimes I get a few photos that were originally blank thumbnails, but sometimes I don't get any at all.
