I have a 2018 MacBook Pro and have recently set up Boot Camp. Windows 10 is installed on the Boot Camp partition.
I have noticed an odd glitch. When I press the fn key on my keyboard to access the function keys on Touch Bar, only the F1 through F7 keys work. Anything from F8 and up is unresponsive.
Any thoughts on what the problem could be, or how I could troubleshoot for it?

Before you do, can you run a SMC and NVRAM Reset and test using the website?
I took my Mac to the Genius Bar yesterday. They determined that it was a hardware problem. They ordered a replacement for the Touch Bar strip. I Left my Mac there. When they get the part and the work is done, they’ll call me. AppleCare covers the cost, that would have been around $430, including labor.
This website - https://www.onlinemictest.com/keyboard-test/ - will let you test whether the keys work or not. In certain cases, depending on the application in focus, F8-F12 may do nothing.
I have two refurbished 13-in 2018 MBPs, and I have tested both. They both work properly.
Most likely, you will need to take it to the Genius Bar. If you do, please post back once they provide a diagnosis.
If you have a backup Mac, you can also work out mailing the Mac to the Genius Bar provided you are comfortable shipping it to them. A 180-mile RT sounds like half a day's worth.
Apple sent me an email over the weekend saying that my MacBookPro was ready. I picked it up today. The Touch Bar and Control Strip work just fine! Problem now officially solved!
I called Apple Support last night. They tried three things, including using Internet Recovery to reinstall Catalina. No success. I will call them again later today. If they can't do anything over the phone, I may need to take my mac to an Apple Store.
Yes, that’s what I’m thinking, too. The nearest Genius Bar to me is 90 miles away, but it may need to be done. First time I have needed to take any Apple product there!

Well, this is very interesting! I tried out your link while running macOS. F8-F12 do nothing there, too. Hmmmm.....
In my tests, both macOS and W10 respond correctly.
Already tried both. No change.
Is this a newly-purchased MBP? Is this an Apple-refurbished unit?
My MBP was Apple-refurbished, purchased from Apple. This issue only began a few days ago. I have had the MBP for nearly a year and a half.
