I’m deciding on whether or not to replace the back of my phone through a random (yet reputable) repair service due to the fact that Apple nor my service provider does repairs for the back of the Xr - I’d have to replace the entire phone and that’s not even an option due to the fact that I /have/ to stay on iOS 13.3. Will places like these have actual parts from Apple, or do you guys think I’d more than likely actually receive a very believable fake?

No. Apple does not sell iPhone parts at all. The best they would be able to do would be salvaged parts from damaged phones.
The back of the phone is not replaceable. The internal components are glued to the back.

Independent shops do not have access to genuine Apple parts unless they are Apple Approved Service Providers. However, I don’t think there’s much that can go wrong with a back glass.
Why is it not an option to to and out-of-warranty replacement of your iPhone XR? What does iOS 13.3 have to do with it?
