why does my ipod shuffle 2nd generation still not turn on after charging

my ipod shuffle I bought from ebay will not turn on I plug it into my laptop it blinks oranges orange constantly. I am not sure if this means it is charging or

not but when I take it off the docking station and try to turn it on there is no light and response.

I have restored it a number of times with iTunes

what is going on
