My wife needs to upgrade her iphone 6s plus from 12.4.5 to 13 due to fitbit app requirements. However, when she goes into Updates in settings, it says that 12.4.5 is the latest.
How can she get her phone to see and install ios 13?

The very fact that you have iOS 12.4.5 says the iPhone is not 6S
iOS 12.4.5 is released for iPhone 5S, iPhone 6/6 Plus, iPad Air, iPad Mini 2, iPad Mini 3 and iPod Touch (6th generation) only (Any device that supports iOS 12 but not iOS 13)
The very fact that you have iOS 12.4.5 says the iPhone is not 6S
iOS 12.4.5 is released for iPhone 5S, iPhone 6/6 Plus, iPad Air, iPad Mini 2, iPad Mini 3 and iPod Touch (6th generation) only (Any device that supports iOS 12 but not iOS 13)
If the phone is at 12.4.5, it is an iPhone 6 Plus, not a 6S Plus. That is the highest possible for that model.
