It is some type of network issue. If you tried connecting the laptop directly to the router using an Ethernet cable and dongle, then try an SMC reset (follow instructions for the older non-T2 systems) and a PRAM reset (hold the PRAM reset for at least three chimes). You can also try rebooting your modem & router (give these devices at least 5 minutes to finish rebooting before attempting Internet Recovery Mode using Command + Option + R).
If you still have problems, then create a macOS USB installer. Try a macOS 10.11 El Capitan and a macOS 10.13 High Sierra USB installer, but you will need access to another Mac. Depending on the other Mac you may need to use the El Capitan installer (can be downloaded outside the App Store) which may need to be manually extracted from the .pkg installer file before being able to complete Apple's instructions for creating a USB installer. I can provide instructions if necessary to extract the installer from the .pkg file.
Or you can try revisiting @Kappy's earlier instructions to attempt to reinstall 10.7.
