The Battery is not guaranteed to last 1,000 cycles. I am not aware of any Apple document where Apple guarantees the battery to last 1,000 cycles. Under ideal conditions and normal use the expected cycle count is 1,000 cycles for the battery.
Like a mentioned previously a swollen battery is not considered to be a safety issue. The Battery Recall is to address a safety issue where the battery could catch fire.
Please review the Apple article for a free repair program involving swollen batteries:

quote from the above link for Apple article on the 13inch-macbookpro-battery-replacement:
a component may fail causing the built-in battery to expand. This is not a safety issue
And compare it to the one for the Battery Recall:

quote from the link for the Battery Recall:
the battery may overheat and pose a fire safety risk.
This is as much help as you will receive on these forums since we are just other users such as yourself. Apple is not here on these forums. If you have complaints you wish to share with Apple, then you can send Apple product feedback using the following link:

Edit: I highly recommend getting an official Apple repair since the Apple batteries really are the best ones out there. I know this first hand from years of experience. The quality of third party Lithium-ion batteries is extremely poor even when purchased from reputable vendors. If a company with resources like Apple has all these issues with Lithium-ion batteries, then consider how much worse third party batteries will be which are made to be sold cheaply.
Also I've seen multiple posts on these forums where Apple has refused to repair a laptop after a user has had a third party battery installed in a MBPro Retina.
