Is apple still slowing down older phones?

I was thinking of getting an iphone 7 plus because I cannot afford a new iPhone. Is apple still slowing down older iphones or is there a toggle or something.

Apple NEVER slowed down older phones arbitrarily. There was a problem with phones that had weak batteries, that would abruptly shut down if you put a heavy load on them. So in 2017 they added a FEATURE that would slow down the CPU in phones with weak batteries to prevent them from shutting down when in the middle of a game or call. They made the mistake of not publicizing this, and some barroom lawyers spread the conspiracy theory that Apple slowed down phones so people would have to buy new ones. It was never the case, and with the next iOS release Apple added a switch so you could turn off this feature, and let your phone crash instead. They also created a program that would allow you to replace your worn out battery for free if it was under 80% capacity, or for $29 if you just wanted to replace it. This mistake of failing to announce the feature has now cost Apple a half billion $. While they did announce it, they did it too late.
