Safari Menu bar missing on iPad

I have no Menu Bar for Safari on iPad - no green button , no Apple symbol, nothing up there.

Command Control F does nothing.

Holding down the command key give me a selection of key combinations but there is nothing about a menu bar.

I assume I am in full screen from other questions I have looked at.

I have an iPad (7th gen) WiFi

iPad (6th gen) WiFi

These are characteristics of Safari for Macintosh. iPad is not a Macintosh and does not have Macintosh application characteristics like a Menu Bar, window controls, etc.
